Restoration cannot come without godly repentance. Unfortunately, we mere mortals cannot discern it infallibly. Tears and a measure of pliability are good indications but not proof positive. The reality is that we cannot know the heart of an individual. We can only evaluate the evidence shown in a life. Page 18

Even among pastors and other church leaders, there is a diversity of views about what repentance and restoration mean. Within a congregation, there are a wide range of theological and a life understandings about these concepts. The pastor and congregation may not agree about how to relate to sexual offenders who seek restoration or membership. You must recognize that repentance is not merely being sorry for one’s sins. I have seen many individuals who were sorry for the wrong they have done, but there was no godly sorrow. Page 17

FAQ – Christ forgives sinners. So if a repentant child molester comes into my church, shouldn’t I treat him just as I would any other sinner?
Answer: No! If you do that, you may one day be called to account for your failure to recognize the danger posed by such an individual. Ignorance may not be a valid defense.

“We have a saying in Beijing,” he told us. “If you dare to preach, people will believe. In Hong Kong and Taiwan, they have everything, but here they have nothing. It is just like in the Apostles’ time.” Allan Yuan to David Aikman, page 58.

FAQ - How should I treat a member who has been accused of molestation?
Answer: Don’t play lawyer, judge, or jury. If a parent comes to you with an allegation, immediately refer him or her to the civil authorities. You can’t afford to put the church in the middle. The church is not an investigative arm of the state and has neither the resources nor the skills to make a determination as to the validity of such charges. You might approach the accused in some circumstances and confront him with the accusations. However, if he confesses, it may present a problem for you, depending on the laws of your state or nation. The confession might be one that cannot be used against him in a court of law, and you have a confession that you can’t even bring before the congregation (see appendix G.: “Mandatory Reporters of Child Abuse and Neglect.”) Page 23
